Freeze the method, normalize the submissions, score independently and document changes. The following is a recommended workflow.
Before issuing the hotel operator RFP
- [ ] State property scope, owner objectives, decision deadline and required service level.
- [ ] Choose the weighting profile and minimum acceptable protections.
- [ ] Issue one data room and one assumptions template to all bidders.
- [ ] Specify the required financial model, fee schedule and evidence permissions.
- [ ] Identify the incumbent or funded stand-alone alternative.
- [ ] Require disclosures of exclusions, dependencies and related-party interests.
During evaluation
- [ ] Have a financial reviewer and an operating reviewer score separately.
- [ ] Send contract issues to hospitality counsel and technical issues to appropriate specialists.
- [ ] Reconcile material scoring differences in writing rather than averaging away disagreement.
- [ ] Record every factual correction and reissued proposal version.
- [ ] Keep supplier-claimed upside outside the common case until its support is assessed.
- [ ] Test whether the preferred proposal still leads under reasonable alternative weights and downside assumptions.
Before commitment
- [ ] Recalculate fees from the final agreement, including exhibits and side letters.
- [ ] Reconfirm assigned personnel, capital scope, financing and insurance assumptions.
- [ ] Close or explicitly approve every material condition.
- [ ] Agree the reporting baseline and post-appointment review milestones.
- [ ] Record who has authority to approve, defer or stop the decision.
