Recalculate the score and inspect the evidence coverage as separate quantities. The denominator stays at 100; unknown or unsupported criteria contribute no earned points and retain their full unresolved weight.
For example, if assessable criteria cover 70 points of weight and earn 56 points, report 56/100 earned, 70% evidence coverage. Do not report 80/100 by dividing 56 by 70. The possible completion range is 56–86 if all 30 unresolved points could eventually be earned; it is not a statistical confidence interval.
| Review step | Acceptance check |
|---|---|
| Weights | The approved profile sums to 100 and was selected before rating proposals |
| Ratings | Each assessed criterion uses a 0–5 anchor with inspectable supporting evidence |
| Evidence | Grade A or B supports scoring; assertion-only C and unknown U remain unscored |
| Arithmetic | Contribution equals weight multiplied by rating divided by five |
| Gates | Critical weaknesses and unresolved stop conditions remain visible regardless of total |
| Sensitivity | A reasonable change in a disputed rating does not silently change the recommendation |
Keep two reviewers’ initial scores before reconciliation. Where disagreement changes the recommended outcome, obtain the missing evidence or explain the judgement explicitly in the decision paper.
Apply the shortlist rule in this document only with its accompanying conditions: the total alone is insufficient without the minimum coverage, critical-criterion ratings and cleared gates. These thresholds are governance choices for this framework, not externally validated investment standards.
