Regulatory news and changes

Which source corrections matter in this October 20 edition?

Use the controlling text and distinguish announcement, publication and effective dates. This edition adds direct Los Angeles municipal-code references because the city wage-chart PDF could not be retrieved reliably in the source check.

The code specifies the covered hotel-worker cash rate of $25.00 from July 1, 2026, rising to $25.50 from July 1, 2027. The separate health-benefit provision specifies $4.25 and $6.00 respectively; a shortfall in qualifying benefits must be paid as additional wages. Apply coverage and credit rules to the actual employer and workers. Los Angeles wage provision; health-benefit provision.

For the federal independent-contractor proposal, February 26, 2026 is the announcement date; the regulatory agenda records February 27 publication of the NPRM. An anticipated final-action date on an agenda is not an effective final rule. The proposal remains a watchlist item in this research; verify the docket and applicable law before changing staffing arrangements. DOL FAQ; official regulatory agenda.

For every applicable rule, add four fields to the property register: coverage evidence, responsible entity, action deadline and operating/capital consequence. An ownership change, change of operator, revised room count or new construction application can require a fresh applicability review even if a previous owner supplied a compliance certificate.
